deadlock in ivory tower when leftover orb of matter charges are present #339

leftover charges on the orb of matter prevent this situation from causing a game over.

expending all the charges leads to a game over.

unless I'm mistaken, I don't think orb of matter charges could have fixed this situation.

I'm using da687e8
