Describe the bug

I'm using pooch to download files from Zenodo in my tests in CI. This used to work without any problems, prior to the recent Zenodo changes. I now ocassionally get errors of the form:

  E         Value error, Archive with doi:10.5281/zenodo.7767698 not found (see https://zenodo.org/records/7767698). Is the DOI correct? [type=value_error, input_value=ArgsKwargs((16, 'south_america')), input_type=ArgsKwargs]
  E           For further information visit https://errors.pydantic.dev/2.4/v/value_error

When the DOI does exist. I assume ther is some kind of timeout/rate limiting that wasn't there before?

Steps to Reproduce

Download files from the same DOI multiple times

Expected behavior

Work as it did before
