oh, i see, not booted by systemd.
workarround: (replace -letter- with the actual network drive letter you use everywhere below)

  1. add windows feature: nfs support
  2. mount network pacman cache as network drive to some -letter- to windows
  3. add line: -letter-: /mnt/-letter- drvfs defaults 0 0 to /etc/fstab
  4. create: /mnt/-letter- directory
  5. set line CacheDir = /mnt/-letter-/ in /etc/pacman.conf
