i think a shared const of supported EPSG codes (e.g. to pass to gdalwarp) could benefit GDAL/ArchGDAL.jl

As suggested here JuliaGeo/GDAL.jl#148 (comment) I think there is some room for checks on validity for each ESPG code for a given bounding box
