Needs the following changes:

default for the automatic update of web templates is false
templates tree gets initialized with an empty tree
first time users should be shown a notification with an option to enable automatic updates of web templates

Problems:

current implementation requires a restart of the IDE after the web templates got updated -> another restart is required for users that enable the automatic update
for a better user experience this should be improved so that the restart is no longer required
