XEP-0234: Merge of #497 would have required a namespace bump

The merge of #497 would have required a namespace bump since normative language was modified in a non-backward-compatible way.

An update needs to be prepared which performs the namespace bump.

@linkmauve volunteered to do that and also incorporate some bump-requiring changes which have been discussed on standards@ earlier.
