That will be much more easier to understand if local axis of the section are coincident with those of the elements by default.

See verif/test/elements/zero_length/test_signo_deformaciones*
and verif/test/elements/beam_column/test_signo_deformaciones01

I think the solution must be to impose different set of deformations to a very simple fiber section (possibly the four fiber section used in the examples above) and verify that the curvatures and internal forces obtained in the section are the same that those obtained for the element.
