Update the PPA with an Ubuntu 18.04 release #76

So that we can just apt-get install it, instead of having to build it from source. Is there anything specific (dependencies for example) blocking it ?

I was able to install using apt on Ubuntu 18.04 by simply changing bionic to xenial in the corresponding sources.list file after adding the repo.

Edit: had it backwards, the text above has been fixed. And the file to edit is /etc/apt/sources.list.d/wsmoses-ubuntu-tapir-toolchain-bionic.list

Apologies for the delay. I'm glad to hear there's a workaround for this issue in the meantime before the PPA is updated.
