Proposal Description

At the moment it is not possible to start a custom pseudo state with a dash. It's unfortunate as custom states might conflict with native ones, and allowing a dash prefix would enable authors to define states that are inline with CSS custom idents and are future proof to not conflict with future CSS selectors.
