[bug] hls的ts文件中slice的 pps_id 和 PPS中的 pps_id 不一致导致无法播放 #185

发现有的rtmp推流后，hls生成的ts文件无法正常播放，经过分析是帧slice的 pps_id 和 PPS中的 pps_id 不一致导致无法播放，见
下面的ts文件分析截图，录像文件是可以正常播放的。

操作系统：CentOS 7.6 64bit
nginx版本：v1.18.0
nginx-http-flv-module版本：v1.2.8

下面压缩包里有：ts文件、录像文件（nginx record）、nginx配置文件

我也遇到这个问题，最后我采用自动推流到WOWZA后取HLS流播放才正常！
