If the end-points can deduce peer reflexive addresses and do Trickle ICE, there is no need to run a STUN server (of course STUN protocol is needed). It may shave off some time during ICE procedure.
Some local networks may block many ports, it is preferable that TURN server listens at port 443 using turns scheme.

We don't even talk about trickle ICE yet, that would make a great dedicated section. Running TURN on 443 would be a great way to drive home the point Not all candidates will gather, so don't block publishing them until done
