Investigate an error when submitting reports

There were multiple occasions where a report was submitted, but the page just got stuck in a loading state without further redirect to the new issue page. One potential reason is GitHub api being down. We could add additional logging to try and catch this case and possibly preserve issue data and submit it later when GitHub gets back up again.

At least one of the reporters filed their report through GitHub auth.
