Parse error: syntax error, unexpected'<', expecting')' in /var/www/html/web2project-version3.4/locales/core.php(59): eval()'d code on line 1 occurs

Error occurs even in version 3.4.

core.php eval('$GLOBALS['translate']=array(' . ob_get_contents() . "\n'0');");

server : local
os : ubuntu 18.04
php : 7.2
mysql : 5.7
apache : 2.4
