Replace IRAF with photutils

How hard could it be to remove IRAF by substituting it by photutils http://photutils.readthedocs.org/en/latest/photutils/aperture.html

This would make the install process a lot more easier.

I've wanted to exterminate IRAF for a long time. It's definitely one of the first things I'll do when I resume the development of the pipeline. We'll nuke IRAF from orbit several times and replace it with photutils. All hail the new king.
