Cannot Install in Xilinx Vitis (Eclipse 4.15.0)

I am trying to install vrapper in the Xilinx Vitis IDE, which is based on Eclipse 4.15.0.

Due to how our IT screws up SSL certificates, I cannot use the Eclipse web store, so I downloaded the .zip file and installed it that way. I have been able to successfully install vrapper with this exact .zip file in other (older) eclipse-based IDEs. However in Vitis, I get an installation error which seems to indicate a missing dependency on log4j, as shown in the screenshot below:

Does vrapper need to be rebuilt for Eclipse 4.15?
