ELK 6.8: Incompatibility between the deb package and the official Puppet module #1064

**Environnment
ELK stack 6 on Debian 9/10 installed through the official packages
Puppet 6
elasticsearch 6.8.5/6.8.6

**Problem
The official Puppet module empties /etc/default/elasticsearch of all configuration items and breaks further upgrades through the deb system

jasontedor transferred this issue from elastic/elasticsearch
