Any advice for VPS?

Hello, I want to install Voat to any VPS but I can't decide to choose which VPS should I buy.
Voat needs at least 8gb RAM for work straight.
So I did some research and found this VPS:https://www.ovh.ie/vps/vps-cloud-ram.xml

Is VPS Cloud RAM 2 Windows right choice for work on Voat project?
I will deactivate "search" functions as Voat's did because of bloating server.

So main question here if I buy that VPS Cloud RAM 2 Windows product can I run my Voat project on a public IP and domain like (for example 65...*.) and (examplevoat.com)?
