In context of #1726 a new domain server settings was added for Metaverse server URL, so assignment clients should ideally wait until settings have been received before making any requests.

Maybe they should remain dormant until connected with a Domain for fleet scaling purposes.

I think that's already the case, the requests I've seen happened after connecting to domain server, but before the settings with the metaverse URL have been received, so just a synchronization issue.
