Ditch Dudley and deploy with Semaphore or similar system

Aaron, being Aaron, wrote his own deployment app: https://github.com/victorykit/dudley. We don't have much interest in maintaining it (any takers?), and should switch to a similar better-supported system for deployments.

I've set this up in Semaphore and will test out on the next successful build. Auto-deploy is disabled for now. Since Watchdog.net is no longer strictly the same thing as the Victorykit project, it may be worth conceptually separating these steps again in the future.
