Field usa_id cannot be set when creating an Agency #476

As a Administrator, in order to identify an Agency, I need a numeric usa_id field

No usa_id field exists

https://dev-admin.foia.gov/admin/structure/taxonomy/manage/agency/overview/fields

Expected Behavior

User would be able to set usa_id field when creating Agency term

Actual Behavior

Steps to reproduce the behavior

Attempt to create new Agency
