[VULKAN] vkEnumeratePhysicalDevices failed -3

Describe the Bug

When i try to upscale an image it says the gpu must be Vulcan compatible.

Does the AMD graphics card require the installation of this driver to function properly?

@NayamAmarshe Thank you very much. I rechecked him and found that I set the wrong model ID, which is causing it to work properly

I tried reinstalling the drivers and it broke my system so I am working on figuring out how to fix it.
