I think the wiki is a bit misguided. The vulkan file should not reside in the location of Upscayl.exe, but the actual upscaler executable, which is located at:

C:\Program Files\Upscayl\resources\bin

So what this means is you copy:

C:\Program Files\Upscayl\vk_swiftshader.dll

to:

C:\Program Files\Upscayl\resources\bin

and rename it to:

vulkan-1.dll

Verified that this works on the latest release:
