动机：相比于英文的错误提示，中文的阅读率会高一些

思路：

  1. 文案以 key 储存和调用，不同规则传入不同的变量做文案序列化（调研下社区有没有成熟的库或参考方案）
  2. 文案全放 api.appData 上，允许插件修改
  3. 支持根据终端语言自动设置 doctor 文案语言
  4. 支持插件设置文案语言，便于上层框架（例如 Bigfish 组件库）统一控制
