unable to load .tif images #1525

Expected behavior and actual behavior.

expected to turn .tif to .jp2
but it returns "Unable to load tif(f) file"

with smaller size .tif files the conversion works as expected. Is there a limit on the input file?

Steps to reproduce the problem.

Here is the the .tif file
opj_compress -i 03008_42657.tif -o opj_test.jp2

Operating system

Windows 10

openjpeg version

openjpeg on master.
