Add PDBs to releases

Expected behavior and actual behavior.

Please add the pdbs generated during the Windows build to the released packages so one can debug through it later.

Steps to reproduce the problem.

Download release and try to debug it. Stack trace shows just numbers, no methods. This is also problematic if one wants to profile OpenJPEG wher symbols are also needed.
