PXD-2397 ⁃ configure indexd to use sidecar

Note that indexd currently does not launch with uwsgi - but rather runs a flask server.  We should refactor the indexd deployment to run with uwsgi the same as peregrine and sheepdog and fence (I think), then add the sidecar ...
