[v3] Shrink core plugin

It might make sense to have the core plugin only handle actual core actions and implement a new fs plugin for things like writing and copying files and archive (de-)compression, as well as a download plugin that handles, well, you get the idea. The core plugin would then do things like info, group, end, user_action, and the like.
