Setup ESLint & Prettier:

The BE part of the project currently has weak linting, the FE doesn't have any at all. We need to have consistent and stronger linting in the whole project, with Angular specifics in the FE and Nest specifics in the BE.

Prettier is already setup. Add rules and npm scripts which you see fit.
