Keep pre-release tags up to date with latest tag outside of pre-release mode #435

Is your feature request related to a problem? Please describe.

After graduating a pre-release, subsequent regular releases will create drift causing the pre-release tag to be older than the latest tag. This is not intuitive.

Describe the solution you'd like

An option to keep the pre-release tag in sync but setting it to max(pre-release, latest) during every non-prerelease publish.
