Automatically push tagged versions to APM #27

When tagged versions of the package pass the unit tests on Travis, we should automatically push them to apm so they get distributed.

This is more of a feature than a bug. I'm going to try to make it work for the next milestone, but it's not worth blocking the next release for this utility feature.
