please add this button, it is definitely possible and people need it

Hmmm... you sure disabling "Enable compositor on startup" has no effect when clicking Apply?

it only enables, to disable you need to relogin or restart kwin,
which also is annoying, that crashing disables compositor on startup too, not just right now

Can confirm that unchecking the checkbox an clicking apply in compositor settings no longer disables compostiting. (Tested on Arch Linux)
As a quick workaround, use the ALT+SHIFT+F12 keyboard shortcut which still works fine.

That is definitely not normal. I tested on both Intel+Mesa & NVIDIA and in both cases compositing disables correctly after pressing ALT+SHIFT+F12.

Can you check if ALT+SHIFT+F12 works on vanilla kwin for you? If it doesn't, you should probably report the issue upstream along with hardware information.
