There is an easy to use PPA for Ubuntu, and other solutions for others. However there isn't for Debian, and you probably then have to use the "other distributions/manual method", which seams quite a bad thing to do, with harder installation, possible conflicts, especially when installing directly to /usr.
Even though Plasma 5.21 is out, Debian stable isn't there, which is quite relevant, and will still be for quite some time. And even the next stable release (Bullseye) will/is be on 5.20, so this would still be extremely relevant for a long time to come. (somewhat similar to this comment #106 (comment))
And I couldn't really find anything online about something like that for kwin-lowlatency for Debian.

As far as I'm concerened, noone has done this before. I guess the easiest way to acomplish an easy installation method for Debian would be to use maxiberta's ubuntu desc files as a template, optimize these for debian and then build kwin-lowlatency against latest debian binaries in openSUSE's build service, which can be used as a repo for the new packages aswell.
However, that's lot's of work and I'm unsure if anyone has done it so far.
