parse_date_time() cannot match missing zeroes #1148

The docs state that the "H" order stands for "Hours as decimal number (00--24 or 0--24)." Same thing for minutes "M".

In my understanding, the order combination "HM" should match texts such as "501" since the hours fall into the category 0--24.

# Current behavior
lubridate::parse_date_time('501', 'HM')
#> Warning: All formats failed to parse. No formats found.
#> [1] NA


# Expected result
lubridate::parse_date_time('0501', 'HM')
#> [1] "0-01-01 05:01:00 UTC"
