Allow generating TUF metadata using DSSE

Feature Request:

go-tuf should allow users to choose DSSE for metadata generated using the tool. There's a Go library for DSSE which can be used for this purpose. This can act as a test bed for validating DSSE is sensible for TUF, as well as the starting point for implementing TAP-17.
