Describe the bug
If you are on a new Peacock, the transferring only 'shows' the completion but no unlocks given. The inventory page is still default.

This also applies to the starting/smuggling locations with mastery level is 20.

To reproduce
Transfer progression to a blank Peacock.

I think it applies only to some unlockables. For example I have that Stadia suit you get for one challenge in Hokkaido, yet another challenge on same map that unlocks VIP Kimono as starting outfit doesn't work
