Invalid zip codes result in 500 error

Call.eff.org throws a 500 when it receives zip+5, or a zip code that isn't mapped to a district with a sitting Representative. We handle this validation client-side on act.eff.org -- could we embed the action center call action?

Actually I got it taken over. Should be switched now, but I'm on a flight and couldn't test.

I didn't change the call tool on mobile though - it's still a button just to dial the number. I think that should be okay though?
