Unable to close change requests in the dashboard UI

Describe the bug

When attempting to close a change request, the screen goes blank. On refresh the change request is not closed.

To Reproduce

1. Open a change request
2. Make a change (maybe?)
3. Exit that brach
4. Go to the change requests page and view open change requests
5. Click the "close change request" button (adding a comment doesn't seem to do anything)
6. Submit

This should make the page go blank, and then on refresh the change request has not been closed

Expected behavior

For the change request closing button to close the change request
