Wonky Forms Editor

As a non-admin user, when I open a Form for editing, the editor doesn't display properly:

It's supposed to look like this:

Notice the different URL at the top, it seems to be opening a different editor. The first one is unuseable, it doesn't have the Fields at the bottom.
The non-admin user has all the permissions relating to Forms.
