Add a section to rust docs, github and crates.io which specifies the latest version of telegram api supported by teloxide

Pros

  • Allows users to be sure that feature x is missing (e.g. setMessageReaction) or vise versa

Github and crates.io already documents the supported API version. So do teloxide-core docs. We should add it to teloxide docs though.
