Creating a new group layer from selected layers does nothing #3326

Describe the bug
Layers are not grouped when right-clicking and selecting group on canvas or layer tree.

When you select any number of layers and select "Group Layer" nothing happens.

The layers should move together under a new group layer.

System information:

OS: Windows
OS version: 11
Synfig version: 1.4.4

Additional comments
This problem can only be bypassed by cutting the layers and pasting them into a new group layer, but this is annoying.

Not reproducible on Linux via AppImage.
Not reproducible on Windows 10 22H2.
