Ive noticed this too also could you tell me which hotkey isnt working for you?

edit: i think its native windows behaviour to simulate click when space is pressed while focused on the button, after you interact with any ui outside the workarea youll have to click/focus on the workarea again to pan. In blender spacebar doesnt simulate ui clicks ill try implementing this

Could you just check if this issue persists on the master branch. I switched to it and its still not working.
