Layer surface set layer and output after surface creation #41

Why are output and layer in particular the only two properties that can't be changed after initial surface creation? In GTK Layer Shell I just recreate the surface when those properties are changed, but why is this necessary?

I can't think of a good reason either. Some programs (sway clients, mako) also need to destroy and re-create the layer surface in this case.

With #59 it's possible to change the layer without destroying the surface.
