New ISSUE system needs prompt available

There is a new more interactive ISSUE <person> for PK and behavior related problems. This somewhat relies on the prompt being available to provide questions and format options (like what format for the date) to users.

I think we can trigger on: You begin composing your issue with Austere: or something and perhaps overload svo.innews to pretend this is like news. Because, well, it is similar to the news systems of navigating a secondary prompt and stuff.
