What currently happens:

What is expected to happen:
It not to error and properly detect balance lost and report how long balances where down for when it receives the line that we got it back.

Additional information:
I'm guessing further investigation into this will probably run into more blackout related issues.

#662 stopped this error specifically, however blackout still seemed to halt the system's progress until it was removed
