Add Bicep as a supported linter type

The Bicep v0.4 release introduced linting support. It would be great if the github / super-linter could be updated to include .bicep files as a supported linter type.

Can you help link some info on how to install and run the lint of a .bicep file?
If not to crazy, should be a fun add!
