Checkin in room and at a seat should be possible

It should be possible to checkin to a room without a seat AND to checkin to the same room with a seat.

This is needed for example for

• The professor, who has no seat
• Exam supervision, who are in the whole room.
• Other students without a seat

At the moment: if you defined a max seat number, you can't checkin without a seat number anymore.

The implications of this issue need a design decision.

I am not sure if this need should be tackled by a "all room seat", or if it should just be defined that e.g. seat 1 is a "whole room seat". The mapping of Campus QR seats to physical locations in a room can be freely chosen. When doing then the filtering on infection reporting, this seat should then be always selected by the moderator. Otherwise it could be confusing if no seats are selected in a filter that there are still more than 0 potential contacts.

On the other hand, when defining this "all room seat" in a good way and presenting this special properly in the ui, I clearly can see the benefit by @tsteinwen13 's idea.
