For single-step dialogs, it is expected that clicking outside of the dialog does the same thing as clicking the "close" icon.
However, for multi-step dialog flows (e.g. create access grant, upgrade user, create bucket with option to set versioning, etc...), we should only close the dialog if the close icon is clicked - so that a user does not unintentionally lose their progress by accidentally clicking outside the dialog.
