This relies on the specification PR being merged first, but we can prepare it on a branch already.

Activate headers with historical roots proof
Activate headers with historial summaries proof
Have checks added to only accept headers without proof that are not yet in latest historical summaries
Have contentdb adjusted to have the capability to easily replace headers without proof to headers with a proof: Adjust contentdb to be able to keep track of headers without a proof for later purging #2207
