Generate swagger as part of Jenkins build

With reference to #1959, is there a way the logic within unit test be executed during build process in such a way it gets executed for all the APIs in the enterprise.

We need to generate Swagger for each API maintained by different developers; asking each development team to add the Junit will be difficult. Please advise
