FR: Spinnaker Supports New GCE Instance Template Fields

Issue Summary:

Google has introduced new fields for describing GCE instance templates, including Partner Metadata, resource-manager-tags and others. It will be great if Spinnaker can support it and allow us to utilize these fields during the image baking stage and also deployment stage.
